with specs like that i doubt its a hardware problem. Is anything else running slow? A likely culprit is spyware, if you are on broadband they can really bog a processor down in the background, and you may only notice when running processor intensive apps such as premiere. try adaware (it's free) from www.lavasoftusa.com . Next question - have you changed any settings at all? Maybe anything video related? Many people experience benefits from turning hardware acceleration off on the video card if you have a basic one. Worth a shot. finally, what else is running by default on your machine? ctrl-alt-del while premiere is running and write back what your cpu usage and such is at. How many running processes are there?
