What are some mac compatible programs that are used to create moving text graphics to then be imported into fcp? Im looking for the easier versions than say after effects(if that does it)

are you looking for something more complex than FCP's text tools? They are very powerful. Plus, you can also create your text/graphics in photoshop and directly import them into FCP and animate them to your hearts content.

So, if you're looking for something easier than after effects, I'd stick with FCP for your text tools. Also, check out live type and/or motion. They integrate seamlessly with FCP and offer all kinds of different text/graphics options.

Are these same text tools on express? This is the program I am currently using.

I think it is... all you have to do is make your graphics in photoshop then keyframe in final cut. If you know how to keyframe you should be able to make some nice graphics.
