Is there a way i can extract each individual frame out of a clip in premiere pro to photoshop? (i want to paint ontop or rotoscope some clips) i think i heard somewhere there's way to send it out of premiere as a filmstrip? Is there a way extract all of the frames at once rather than one at a time?

I'd recommend using an image sequence rather than a film strip (as you don't have to load the whole thing in photoshop at once). As for how you output it, I haven't used premiere in a while, but it should be a standard export option. It's probably covered in your instruction manual.
