How'd ya do it? Personally, I'd remove some frames in post, but then the body would move sightl still, right?
If you remove/speed up any frames from the actual footage, then the body would have to move as well because your cutting out a frame from the whole image. (unless the actor stood perfectly still while they turned their head). The only way i can think of to get around that is if you took the clip into after effects or some other post production program. You could create 2 instance of the same clip, and on the top one you could mask out everything but the actors head, then just speed up/ remove frames from that head clip. You would match this up with the shoulders on the original footage, and you'd have a sped up face but a regular speed body.
