I have 2 moniters on my computer hooked up to 2 seperate video cards...I want to view full screen previews on my second monitor and still edit on the other monitor. Is that possible with what I have set up?

It requires a hell of a lot of computer power. I'd guesstimate at least a gig and like 500 megs of RAM minimum, and some really good video cards. You can skimp on just about any of the above but you'll have to make up for it by boosting one of the other aboves.

I have a two monitor setup on a really sweet VAIO system with 1.7 ghz Pentium IV and 568 megs of RAM and a great Radeon card and the best PNY GForce video card available as of two months ago, and I still have problems with full screen previews in Premiere. If you're talking about looking at videos that are already compiled and everything, it's not really a big deal, a much less demanding system can take care of that. But Premiere requires a hell of a lot of resources to preview clips you're working with.

Make sure you put the full screen on your best monitor.

A computer nerd friend of mine says this actually works better if you have one video card with two outputs, but I've yet to try that so I can't confirm it. Good luck, and even if you can't do the full screen preview you'll find that once you go with the dual monitors you'll never go back...

6+ ... a better idea is to (if you have the money) purchase a new All-In-Wonder Radeon 9700

this card has dual video head out and uses a driver called hydravision to do exactly what you want. It'll save you trouble with screwing around with drivers for two cards and is very slick... a very worthwhile investment if you already have 2 mons...
