I guess you could call it that...
More specifically its the ending scene from "Disturbia" (2007) which looks to be shot with a hand held camera.

The screen is a little distorted, noise added, and the part I cant really figure out is how they made the overall image light blue...

Edit, I'm working with Premiere Pro CS3

Any tips?

There's two ways I can think of doing it. One way is just messing entirely with the camera you're using- by changing the white balance so everything is blue, and also (if your camera is as crappy as mine) record on the card mode (which on mine drops the framerate down, pixelizes it,etc). Or just record at a lower shutter speed.

Or using your editing software go into your effects tab and take a look at the color effects. Photo filter, color balance, color hue, etc. And I'm sure it has some great pixelization presets as well as noise/gain. Then export that at a lower framerate (15fps?).

Haven't seen Disturbia, but you could always just borrow one of your friends crappy webcams Smile

Record it. Then using your NLE export it out at a crappy quality. Then touch it with some colour grading/correction.

Thanks for the suggestions guys but you have to see the video to understand the effect I guess...

It wasn't poor quality video, You didn't see any pixelization in this footage. It was more just an even blue glow on the image but there was some color in the image as well.

As I said, its easiest to see the video...
