I'm making a video with a heavenish scene, and i nedd a spotlight type effect. I found this plug in here but it costs 100 dollars that i don't have. Does anyone know how to do this effect an alternate way. I'm using premiere pro for the record. Thanks a lot for your help.

Your best bet is to light it during production as close as you want it to look. Trust me, that's the most practical way to go.

what better way to do it than by high-angle lighting. Whether you're shooting indoor or outdoor (assuming you want to emulate skylight), find a strategic place to put the lights above the actor(s) and slightly raise the exposure in the camera by either opening up the lens or lowering the shutter speed (don't increase gain levels - it will make your shots look terribly grainy) - if the camera you're using doesn't give you aperture or shutter speed control, just slightly (SLIGHTLY) move the lights closer to the subject till you get a desirable (not too washed out) image. good luck.

i would look at optical filters, you will get a much higher image quality.
