I need to accomplish a certain effect, but don't know how to do it. Here is a description:

A small toy wind wheel that one can blow wind on to make it spin is sealed within a (obviously) windless glass bottle but still moves as if someone is blowing on it.

The tools I can use:
Adobe After Effects
Bluescreen work
Some super ingenious prop.

I could REALLY use some help on this FAST

Well, I'm not familiar with Adobe After Effects, and I know that if you were to use a self-spinning windwheel the rigging involved would be terribly obvious, so I would say doing bluescreen is probably your best bet.
