How would I go about receiving permission from a band to use their song in a Music Video and then send it to a film festival? Thanks again for your time.

write to them, write a letter of inquiry letting them know you want to use their music, and that they may have a chance to have their song heard in film festival(s) which would help promote them.

Hopefully this band isn't signed or a very popular one, otherwise it will be extremely difficult to get their consent.

I've actually had luck with that technique, believe it or not! It seems impossible, but some bands are really, really nice. You'll probably going to want to mention that you stand very little chance of making a profit beyond expenses and that sort of thing.

Is it a local band? I imagine that a band hoping to gain exposure would happily team up with a filmmaker seeking the same thing.
