You are right about UCLA. From what I remember you are competing with everyone from the UC system, and there are very few spots open to the major. This is why I didn't even bother applying there.
I know Chapman is extremely hands on. I'm a second-semester freshman, and here you really jump into filmmaking. I'd almost say that it's not really a good thing.
The first two classes which everyone takes, are Intro to Visual Storytelling, and Film Aesthetics (film theory). Visual Storytelling is a class where you are given a terrible DV camera, and a tripod, and you are asked to make 8 short films throughout the semester (the last 3 combine to make 1 film). You're really thrown into filmmaking, and I think it's not a great way of teaching, if you've never done filmmaking before. As a freshman, especially first semester, the real equipment is basically off limits. But it was a challenging, and fun class (you get to make films), so I can't complain too much. I still think Chapman is an amazing school so far, and I wouldn't be happy anywhere else.
Ithaca is another school, as far as I know, which has film classes as a freshman. That's one of their selling points.
