Most of the time, you really don't need a permit. I say this only because it's a law that generally isn't enforced. When you need to obstruct traffic (vehicle and pedestrian) then a permit may be necessary. Where there are ******* cops, you'll need a permit too, or big cities...low impact filming in small towns usually require no permit simply because you won't get caught.
