By "row of rooms" a meant a single hallway of jail cells. Ive had a little experience designing/ building a jail set. Ill type all my suggestions out tomorrow, because in the last 43 hours Ive only had 2 and a half hours of sleep. My brain is fried, and Im about to collapse. Im heading to bed.

yeah, Jeffs is by far the best wayto go, but if you absolutely MUST build one: Or, wait . . . Do you want the acutal huge sliding jail door, or just a door with bars far a window?

I built a jail cell once using PVC pipe as the bars with 1x3 spreaders. It all got painted grey and sceniced. I thought it looked pretty good and wasn't too terribly expensive to make because it just used pvc pipe and 1x3s. You might also look into using EMT pipe for the bars. It has a zinc/galvanized look and is also fairly inexpensive. Edit: Oh, I just saw that you want it to look fairly modern. They really don't use bars anymore, do they? It's more just metal doors with small windows, right? Maybe build doors and walls using sheet metal and pop rivets. If you have access to a metal brake, it wouldn't be that hard at all. building off RFranco's and jorens ideas, you could do what RFranco said, then build a very small section of what Joren suggested to put right in front of the camera, like you are looking through the bars. If they are close enough they'll fall slightly out of focus and be more believable. Plus it would be hella cheap. good luck w/ it.

I designed a jail cell, once but Im not sure if it matches the period that you want. But if for some reason, Im mistaken and this is what you are looking for, just tell me and I will give you a more detailed tutorial: Basically I created a portable cement wall room, that breaks down into about 6 pieces. 3 walls, 1 floor, the metal bars, and a ceiling that is removable (in order to have a wider selection of shots). I only "painted" the cement on to a wooden frame so it would not be too heavy. To decorate it, you could put a small white mattress with a dirty-wrinkly white bedsheet and a small white pillow. In the opposite corner you could put a small toilet. Once again, Im not sure if thats what you are looking for.
