I'm guessing you want a wide shot of the people fighting and so can't use editing to make it seem like he's hanging? If so:
If you got to a bookstore to the Nautical/Boating section, they will have books on knot tying. Every kind of knot you can tie for every kind of situation. Get that, read through it and figure out what would be the best to do that with someone. (there are certain knots that will not tighten when weight is hung from them, they keep their original shape, so that will keep the rope from ripping into his leg.)
Then test it very slowly. When you film it, have the guy that is on the ground stand on his knees and do his fighting like that (it should look fine if he practicies and you just cut him off at the waist or thigh. So when the other guy hangs upside down, he doesn't have to hang so far up in the air, in case he falls, he falls a shorter distance. Also, since you're no seeing their feet, you can put some matts in case he does fall.
