The first thing to come to mind:
a kid is bouncing a ball indoors and knocks over a china vase. his mom comes in and asks what happened and the kid blames it on the dog. the mom finds the kid's ball among the broken china pieces and punishes him for lying. the next scene the kid is outside watching bigger kids play ball outside. he asks if he can play, but they refuse and taunt him. as the big kids play and the main kid watches, the ball goes flying into a window pane, breaking it. we see the kids face turn to shock as he turns around and all the big kids have run away. the kid's mom comes out, sees him standing there, blames him for the broken window, and drags him inside (presumably to be punished again). fade out as the kid is trying to explain--with no success--what really happened.

you could do this in as little as 30 seconds. it would play like an after school special.

use the china and glass as metaphors and use the reputation as the focus-

is everyone getting the same assignment?

Since the assignment is to express that phrase, I guess you'd have to use some sort of glass breaking in the film. the qoute is kind of a boy who cried wolf thing, It's easy to hurt your reputation but hard to get credibility back. SO i'd probobly do something where an individual fakes people out a couple of times about a specific danger, then when he encounters said danger for real noone will believe him

(maybe a dish washer in a restaurant repeatedly lies about how much work he has to do and how much help he needs, so someone always helps out, and hte dish boy does nothing and is lazy. One day his work load is astronmoical and hes got something he has to do but noone will help him and all the plates come crashing down around him. Stupid? yea. but easy ot do. (wouldnt even have to break any plates, just do a cut away and put a crash noise over black or something.)
