get a bottle of corn syrup and food dye/coloring(becareful it stains!), mix the red with a touch of blue with the corn syrup, but becareful b/c too much blue will darken the blood too much and too little will make it too transparent. usually 1 part red, 2-3 parts blue.
try it out. for b&w, you can use hershey's chocolate syrup, with a little water to not make it so thick. try it!
as far as the proffesional stuff, try any party store, but it'll cost more, but may be able to wash off. food dye will not come out--it does stain.

Another idea, and I got this from a movie makeup guy, is, if you need alot of blood for set dressing (IE: puddle of blood, bloddy shirt, ect.) this is a great way. Buy liquid startch at the grocery store. I believe it comes in gallon containers. Its pretty cheap, and its the same viscosity as blood. Mix in the afore mentioned food coloring, and viola.
