Is the budget very high? If you can get away with it I'd say not to go any lower than $50 per hour. Higher if they seem to have really deep pockets  It's often best to have a flat rate though, so figure out how much time you think you're going to spend, add that up at $50 per hour, and then throw in an extra $100 for unforeseen events. Tell them your rate is normally $50/hour, but you're going to give them a flat rate of x dollars.
