I have heard of some, but they are usually for gradute thesis films, and even then, you have to qualify. I doubt a horror film would recieve such a grant. Then again, it a horror film. How much $ do you need? Time to be creative im afraid. Make your costumes, build your props. Its amazing how creative, and resourceful you can be when you have to. Yeah good points Tizzy. Check into your k-12 local school district, they might have a costume rental facility that rents costumes to studensts in school plays and such. There is a local one in where i live, and I have rented from them several times, and it works great. See id there's one in your town.

Horror film, eh? Those can be cheap, depending on what you do. Be scary without using lots of gore or effects (those can be a damper on the wallet). Actors can supply their own costumes, props can be found, donated, or made.
I've made one or two small horror films (they have been burnded and locked in a vault so no one will see them ever). But they were very cheap adn easy. The entire setting was one persons house. Keep it simple, and scary. Nothing is worse than a horror movie that doesn't deliever.
