Notice I said "probably." It's one of the better Dick adaptations and next to Blade Runner did the best job maintaining the visual style.

City of Lost Children is not scifi by my definition.

T1 is surely science fiction. Are you saying Aliens isn't science fiction? It has plenty of action.

Sci-fi is a metagenre, actually. Action or horror elements don't preclude a film from being science fiction...

Dr Strangelove is more like a black comedy... how is it science fiction? Nuclear weapons are a reality.

Total Recall is one of my favorite movies, but mainly for the cheese factor and great acting by Arnold. It's not what I would consider "one of the best scifi movies".

I respect 2001 and think some of the structural choices are intelligent, but I don't subscribe to the slavish fanaticism that many people seem to have for it. I like a lot of Kubrick's work, but 2001 is an exercise. Yes, we get the point - no dialogue for 20 minutes makes the humans secondary. Everything takes so long. I have nothing against slow movies, but 2001 is somnolent.
