I really want to have a discussion on this baby, because I think that it's one of the more brilliant comedy shorts ever made. It's also very professionally done.

Here's what i think it means: this short is mocking the way that Americans try to emulate black culture by showing us exactly how ridiculous it looks. Furthermore, it mocks the Japanese culture for blindly emulating American culture, even when they don't understand it.
