I wanna film a scene on top of a building at night, and i want to be able to see the cars on the street below with their headlights and the city life in the backround, but have the charecters on top be clear as well, should i just get a flood light from home depot?

That might work, or you can use lights that you can buy for cameras. It all depends on what kind of lighting look you want. I was thinkin of going to Homedepot and buying a small flood light.

Yeah, i want it to be pretty dramitic, but like...very shiny if you know what i mean, i want the picture to be very clear and visible so you can get the feeling
