i think you should look for the nears amateur theatre groups. i'm sure, there you have to find some people who want to play in your film. in that case you have a good idea and plan good luck!

Actors generally enjoy acting, so the best incentive would be a good script
That said, actors who aren't professionally established tend to look for work, whether they are paid or not, just to get experience and for something to add their showreel. So acting schools would be a good place to recruit. Make sure you explain your vision clearly, know what your talking about, and generally just inspire confidence. If you're not paying them, be sure to provide good food, and a copy of the finished film as soon as it's done.
