In final cut, the arrow above the selection bar has a bit of dark grey on either side depending on which way I've pressed the arrow key and am editing. I can't really move around freely- it sort of snaps to this area. Any idea how to disable it?

I'm not quite sure what you're talking about specifically, but if you hit N it toggles between snapping and not snapping with all edit functions.
